
PNP BACKLOG GROWS IN LATEST IRCC INVENTORY UPDATE

The backlog for Provincial Nominee Program (PNP) applications submitted through Express Entry jumped to 44% by the end of March 2025, even though the target was only 30%. This is up from 36% in February. The last time the backlog was this high was in June 2022, when it reached 45%.

Service standards refer to the expected timelines for processing different types of applications. For instance:
a. Spousal Sponsorship: 12-month processing goal
b. Express Entry (Federal Skilled Worker): 6-month processing goal
c. Study Permits: approximately 8 weeks
d. Citizenship Applications: 12-month processing goal
IRCC strives to complete 80% of applications within these designated periods. Applications processed within these timelines are regarded as part of standard processing and are not included in the backlog.
Addressing Application Backlogs:
In January 2022, the backlog stood at 70%; however, by May 2025, it had decreased to 47%, reflecting ongoing efforts by IRCC to reduce processing delays and clear the backlog.
IRCC aim to finalize 80% of applications within the established processing timeframes. This target accounts for potential delays in particularly complex cases or instances where additional information is required from applicants to complete the assessment.
Nonetheless, when application volumes exceed the number of available spots, meeting this objective may become challenging, potentially resulting in longer processing times in certain categories. Limits implemented by the federal government on select immigration programs are expected to assist IRCC in better managing its application volumes.
