A Labour Market Impact Assessment (LMIA) is a document that a Canadian employer may need to obtain before hiring a foreign worker. A positive LMIA indicates that there is a demand for a foreign worker for the position and confirms that no Canadian citizen or permanent resident is available to fill the job.

To qualify for an LMIA, a business must:

  • Operate as a legitimate entity that offers goods or services to the public in Canada.
  • Show a genuine need to hire foreign workers to fill a vacancy, based on both a local labor shortage and the reasonable needs of the business.

Receiving a positive LMIA for a job offer does not automatically grant a skilled foreign worker the right to immigrate to Canada. To become permanent residents, skilled foreign workers must fulfill all the requirements of the Express Entry immigration process.
